I'm sorry but I don't know what the problem is, apart from the fact that it really smells like a bug. But I would say Xfce should be able to fix it. What version are you on, and which distro - lenny or etch or ? I found that the version that comes with etch was surprisingly old, but I wasn't hassled enough to upgrade to lenny to try to sort it out.
