Basically correct. The problem with a fix from the list is that we'd have to make *sure* that it was unencumbered -- we can't just guess based on the author's address -- and it would have to be a substantial chunk of code to make this worthwhile. (Plus, as I recall, in at least some of the cases in question, there was no doubt that the author was within the US.)
