linux-ipsec: replay count sanity checking in kernel

Under klips in the snapshot,

It appears that everywhere in the ipsec_....c files where there is a sanity check that checks (for example) "ed->eme_ooowin <= 64", should be checking "ed->eme_ooowin > 64"

Is this correct? If I make the change, the code seems to work.
