No, I don't believe IKE does anything to address that problem (except perhaps send an INFO message with the commit bit ? this is just guessing). In retrospect, this is a bit weird since it's the

Initiator's responsibility to retransmit packets (even if the
Responder's response is initially lost, the retransmission of the
Initiator's message will cause the Responder to re-send the lost
message) -- unless the spec says that the Responder is supposed to retransmit the second message of the Quick Mode until he gets the third (and final) message.
