linux-ipsec: changes to /etc/sysconfig/ipsec file

I went looking in 'CHANGES' file for why my existing /etc/sysconfig/ipsec file broke after updating from the CVS tree. I found no hint that it had, or what to do...

So on investigating, I found some changes to the /etc/sysconfig/ipsec file format and still had the same problem. /etc/ipsec-manual does not appear to have changed format. I suspect /usr/local/lib/ipsec/manual has changed and either something I have is breaking it, or it has not been tested.
