linux-ipsec: project in Pluto

You asked for something to do in Pluto. Thanks very much for the offer. I expect we'll find something mutually agreeable.

As Kai guessed, I've not yet thought of some manageable, fun, useful change to Pluto that isn't mixed up with what I'm already intending to do.

I'm intending to change how payloads are processed (a more centralized, systematic approach). That should provide a good base for a number of changes such as the addition of Aggressive Mode. Maybe that would make a good project.

If you don't mind redoing some of what you've done, you could do it both before and after my restructuring. That seems like a waste of work but most of the work is probably understanding the problem (which doesn't change). Furthermore, you could perhaps give us and your committee a critique of the Pluto structure, before and after.

One thing is "up in the air" at the moment. It looks as if the Wassenaar Arrangement was changed last week. Both Germany and Canada are part of the Arrangement. This *may* make either or both of us ineligible to work on Pluto!
