Umm. Regents of UCB are 'non negotiable' - they see the credit as something of great value and its easy to see why

Government money in -> results out and they can say we did all this with your funding, aren't we good. And rightfully so

Unreasonable requirements get unreasonable answers. I see no reason to GPL only the code. But its not my code so its really none of my business what the authors want to do :)
