Consistent with what ? ipsecadm is certainly consistent with "unix tradition".

The command on NRL, as far as I remember them, is very similar to the OpenBSD one. Slightly different flags, and different name (setkey, which is not completely accurate), but very similar. Linux still has the old JI-command style, which is suboptimal.

That's not to say there aren't improvements to be made, but the specific renaming you mentioned (and the 3 positional arguments) find me in disagreement.
