linux-ipsec: apps/utils/libs that parse IP/netbits

Can anyone think of any applications/utils/libraries that do IP/netbits parsing? For example: 192.168.1.1/24 ==> IP=192.168.1.1, netmask=255.255.255.0, network=192.168.1.0, broadcast=192.168.1.255 Obviously, OpenSource would be most helpful...
