It does occasionally happen that the snapshots do not compile, because they *are* snapshots of a moving target, and sometimes changes are underway but not complete at snapshot time. The module restriction has been experimentally lifted. In fact, if you look at the snapshot INSTALL file, you'll see that it now calls for static linking, referring you to an advanced-topics file for installation as a module (because static linking is simpler and is probably preferable for security reasons). However, modules shouldn't be *broken*...
