The ipsecure(5) page generally looks ok, but get rid of the #include you have at the SYNOPSIS, it doesn't fit there.

Also, comments should only be started with '#', none of the other characters you mention. I still don't like the use of '#' for hex strings (too easy to confuse it with a comment). How about using '@' instead ?

The reference to photuris(8) should be changed to photurisd(8).

I'd also change the name of the second field from 'kind' to 'type'

It may make sense to allow the strength to be expressible in decimal (i.e., 128)

I think you have more authentication options than are supported by anyone (md5l/sha1l and md5ip/sha1ip ?)
The kp and h variations are sufficient.
