Did you follow the instructions -- that is, "make", then "make insert", and *then* build the kernel -- or did you charge ahead on your own?

There's a known problem with doing things out of order -- the Klips kernel stuff tries to build the library if it's not already there, but doesn't quite do it right. Yes, this ought to be fixed -- some subtleties of make have to be understood and perhaps worked around -- it's on my list. Meanwhile, if you do things in the prescribed order, the "make" builds the library earlier and Klips is happy.
