linux-ipsec: SNAP: bug in make install

  There is a bug in the make files for pluto that causes it to remake the pluto binary even if you just made it in the previous command. Below is an example of the bogus recompile.

cd /usr/src/freeswan-snap1998Aug22
make
...

make -n install
...

gcc -o pluto constants.o cookie.o crypto.o defs.o log.o state.o main.o server.o timer.o ipsec_doi.o kernel.o kernel_comm.o demux.o packet.o preshared.o rnd.o spdb.o sha1.o md5.o libdes.a -L/usr/local/lib -L/usr/gnu/lib -L../gmp -lgmp
