linux-ipsec: A first draft at a mini-howto.

The attached vpn_ipsec.howto is not yet polished. I post it here for comments and permission to use the derived portions - I am aware that the credits may require work. This is an attempt to make available usable documentation for the non-crypto-savvy in getting a basic setup functional.

I would appreciate any and all comments people may have on both the commentary and the procedures documented here.

If this proves to be useful documentation, I would be interested in maintaining it as new releases occur.
