FORWARD_IPV4=false

in /etc/sysconfig/network.

I've amended the INSTALL file to include a suggestion that folks confirm that the system can successfully forward packets *before* they install FreeS/WAN, mentioning this line (which is part of the default network configuration in Red Hat 5.1) as one possible problem. Should have thought of that earlier.
