linux-ipsec: RedHat-5.1 Forwarding problem solved

  As in most of these things there were multiple errors in system configuration that were hiding each other.   The big news is that there is an (allmost undocumented) new way to turn on and off IPv4 packet forwarding in RH-5.1 which our IPSEC scripts does not twiddle to the right value.   The other was that I was using a mis-configured MS-Windows-98 system as a ping host. Both have been fixed and packets are moving.   Now back to encrypting them little suckers!   Thanks to any of you who tryed to respond with helpful ideas.
