linux-ipsec: The interesting way make(1) works...

  So nothing works, ug. The /etc/sysconfig/ipsec file never shows up, ug. Running 'make setup' a second time does nothing, third or fourth times is beating a dead horse.
  What could be wrong.
  Humm looking at the make file I find an interesting set of null (and thus default) dependencies for the target 'setup:'. Hey there is this neet file called setup, how cute. Neet, I wonder what it does... Oh hey, why does make care about the mtime on that file?   Well golly jeepers, the setup file is all up to date, thats just great!
  Mean time things are a mess back in the real world here...

  Could somone read the info file on gnu make and fix the dam make file so that it installs something, allmost anything, when you run 'make setup'!
