In general, encryption and authentication are not turned on unless you have asked for it. If you are running the latest FreeS/WAN snapshot, "ipsec setup stop" will turn off IPSEC. If you're running release 0.90, "/etc/rc.d/init.d/ipsec stop" ought to do it. If you're running an earlier release, you had to make your own arrangements to start it, so you should undo them to stop it.
