There's also LIPsec, a GPL IPSEC implementation for Linux 2.0. Some file servers out there have an old version (0.5); the current version is, I believe, 0.7 but I'm not sure where to find it. Gordon Oliver wrote it... it is somewhat limited but it seems to do that limited set of things quite well.
