This is probably because you are trying to examine the packets with tcpdump from one of the security gateways. I have not found the tcpdumps from one of the security gateways being examined to be at all reliable. I have been using a completely separate machine on the SG-SG network segment to examine the traffic using a modified tcpdump. Thanks for your feedback.
