No; vlan stuff is done at layer2, not at layer3. You can use IPSec to provide encrypted network reachability between two networks, but it's routed. You could do ethernet->encaps->IPSEC->unencaps->ethernet, but that'd be a 2->3->2 transition.

I don't actually use any of this stuff, so someone tell me if I'm wrong.
