linux-ipsec: Boot script bug: locking the boot process

  I have just had a bug report from a user with several remote SG's talking to a central SG the central SG takes forever to finish booting.
  It seems that the current scripts are bringing up the remote SG's one at a time (serially) and blocking the rest of the boot scrpits. At first this would seem like a bug, but the person who wrote that code generally has reasons for what he does, so maybe there is a great reason to do this.
  If not then I would gripe that it's a bug and should happen at least asynchronously and if pluto can handle it in parallel.
