[Bugs] send-pr problem in 2.00-rc1

I just tried ipsec send-pr on a new install of rc1 on RHL8.0. I got the following diagnostics:

	sed: -e expression #1, char 227: Unknown option to 's'
	send-pr: could not copy /usr/local/lib/ipsec/ipsec_pr.template

Looks like a bug or two.

PS: here is a sample run showing the problem.
