uninstall:

        $(MAKE) $(MAKEFLAGS) install_file_list | egrep -v '(ipsec.conf|ipsec.d)' | xargs rm

I'm adjusting the testing/packaging/basic-uninstall-01/ test.   Please see testing/packaging/basic-uninstall-01/justconf.txt for a list of files that should not be removed on uninstall.
