[Design] a review of make check output

• - we made some fixes to east-icmp-02
• - food-groups-bug-01 has a trivial difference that we don't know the best way to deal with. Could you look at this? I think the output changes between runs. Suggestions?

• - food-groups-oe-or-die-01 differs in arp output. Why do we have arp output? Can we just get rid of this?
• - added the test west-icmp-02 to TESTLIST. Surely we should run it.
• - west-icmp-03* always seems to fail with the following in the diff: -Failed to attach pid 29117, errno = 3 What does this mean? Surely this is a good sign. But then why is nothing else different?
