[Design] tests not run by make check

-----BEGIN PGP SIGNED MESSAGE----- I found that a bunch of directories existed without the tests being run.

For a test to be run, it must be mentioned in the TESTLIST file.
- - Some were unmentioned

• - Some were commented out
• - Some were maked "skiptest".

I think that having them unmentioned is a mistake.

"skiptest" has the unfortunate property of leaving the kind of test unspecified.

So I recommend that each be covered by a commented-out line.

Maybe some of these should actually be run. If not, I recommend a comment specifying why they are not to be run.

I don't think I'm responsible for any of these, so I'll leave this to MCR and RGB.
