I take the consensus to be that the DSA HI is the RFC2536 public key, including the T field. I've updated the draft to read this, and placed a new snapshot at the web site:

This version of the draft is very much being edited, no way ready. I'm just providing this so that you can preview the first sections. Everything past Section 5 is in flux.
