I can't see any _protocol_ reason why we need the HIT's to be allocated out of the same number space as IPv6 addresses. It's just that we're trying to squeeze this into say the existing sockets API. Maybe we should see if we can come up with some other API answer, so that the two uses (locator and identity) don't have to be allocated from the same range.
