You have a syntax error in /etc/ipsec.secrets:

 > Feb 19 22:40:08 backgate Pluto[13666]: loading secrets
 > from "/etc/ipsec.secrets"
 > Feb 19 22:40:08 backgate Pluto[13666]: "/etc/ipsec.secrets" line 1:
 > unterminated string
 > Feb 19 22:40:08 backgate Pluto[13666]:   could not open private key
 > file '/etc/ipsec.d/private/freeswan-cert.pem'
 > Feb 19 22:40:08 backgate Pluto[13666]: "/etc/ipsec.secrets" line 1: error
 > loading RSA private key file

The correct format is either

: RSA freeswan-cert.pem

or

: RSA freeswan-cert.pem "<password>"

Don't forget to terminate this line with a newline character
