Perhaps I misunderstood.
I thought the presenting problem was a network restart without an ipsec restart, causes routing problems, which I agree, it always has, not the other way around.

To clarify: I WAS NOT advocating a network restart whenever doing

   an ipsec restart.
  I WAS advocating doing an ipsec restart ( stop........ start) whenever doing a network restart.

   With any version of FreeSWAN i have had, it is not possible to   restart network without also restarting ipsec and keep sane routing.
