[Users] Announce: bug fix for X.509 patch

Versions 0.9.26 for freeswan-1.99 and 1.2.2 for freeswan-2.00-rc2, respectively, fix a bug in the X.509 patch introduced by the new ID wildcard support:

• A little bug in connections.c:default_end() caused that connections without a rightid parameter (defaulting to right) could not be initiated. Typical error message: ("cannot initiate connection without knowing peer IP address")
