[Users] ANNOUNCE: Super FreeS/WAN 1.99.6 Released (fwd)

I've released 1.99.6.1 today, with some bugfixes for problems that occured in 1.99.6. Thanks to Andreas and JuanJo who provided the code fixes for this version.

They are:

1. Fixes from X.509 0.9.26, which resolved the "no connection known for" and "cannot apply RoadWarrior template"
2. Fixes/instructions for folks who had problems compiling ipsec_alg_3des
