nocrsend is mostly useful for compatability with older, non-X.509 patched versions of FreeS/WAN, as pluto would fail when it received a cert request. 2.00-rc2 pluto will not fail when it receives cert requests.

You'll need to describe the failure mode in greater detail for people for the list to be of help. Can you post the output of the "ipsec barf" command from both sides? Set it up to employ RSA sigs or certs as you see fit.
