[Users] Possible problem?

I have installed freeswan on 2 linux gateways and everything seems to be ok, i have no errors and the subnets "see" each other; just that tcpdump doesn't show things like:
19:16:32.046220 1.2.3.4 > 5.6.7.8: ESP(spi=0x3be6c4dc,seq=0x3) 19:16:32.085630 5.6.7.8 > 1.2.3.4: ESP(spi=0x5fdd1cf8,seq=0x6)

but

14:41:32.363960 192.168.103.88 > 192.168.110.135: icmp: echo request 14:41:32.364866 192.168.103.88.3739 > 192.168.110.135.netbios-ssn: S 1755560560:1755560560(0) win 64240 <mss 1460,nop,nop,sackOK> (DF)

is there a problem or it should look like this
