[Users] Multiple ipsec interface routing problem

I've got a machine with two ipsec interfaces: config setup

        interfaces="ipsec0=eth2 ipsec1=eth1"

The first interface has the default route with most of the tunnels, the second has a static route so that I can connect to another network, it's a bit messy but I'd have expected it to work.

If I start a connection on the second interface it negotiates the session ok but can't create the route.

The problem is that this should be ipsec1. If I manually set it in the _updown script it works. So I'd like to know how pluto sets PLUTO_INTERFACE. Is this a bug or am I doing something wrong?
