[Users] Windows 98 can't connect

Hi,
I'm trying to get the L2TP client on Windows 98 going with FreeSWAN (+ NAT patches).
I've successfully got Windows 2000 working, but I can't get this working. I've hunted round for solutions, I've tried increasing the MTU on Windows98 as I thought it might be a fragmentation problem. However, I went back to the Win2000 setup and did a TCP dump and noticed that there's also fragmentation happening there, even though it works fine. So perhaps it's something else.
I've already posted once about this, and I have hunted for solutions but I've found nothing, if this is a dumb question would someone please be so kind as to let me know why.

Below is the (hopefully) relavent output from auth.log. I'ver set the two systems up following the guide at
http://www.jacco2.dds.nl/networking/msl2tp.html Both the systems are on a test LAn, so there shouldn't be anything in the middle stuffing them round.
