There is calculation examples in freeswan documentation. Rough rule is network bandwith bits/second * 25 = cpu hz.

5Mbit/s * 25 = 125MHz so you are at cpu limit.

To Get 20 Mbit/s you need around 500MHz vpn gateway.

And for 54Mbit/s you need about 1400MHz cpu.

That is with 3des. AES is in my experience about 3 times faster than 3des. With aes256 800MHz machine can serve ftp at 40Mbit/s without problems. And at that speed serving ftp takes some horsepower too.
