With gusto. You can specify "right=%any" in the FreeS/WAN config and thus allow connection from any IP. Of course certificate-based authentication must be used in this case. Also the remote site (with the dynamic IP) must initiate the connection. This is a mistake that many people make: they try to establish the connection from the server. But how should the poor server know the dynamic IP. :)

This setup is called "roadwarrior". You should find plenty of documentation on this topic.
