Thanks to all for the responses. Maybe next time I will include a barf to elicit more excitement.

It appears that setting the keylife and ikelifetime to expire before the cisco is set to has eliminated the problem. In other words...

	keylife=2870s
	ikelifetime=2870s

...makes things happy. Is this a bug? It would seem so since the documentation states the lifetimes must match the remote end.
