Where I can find "allow unsecured communication but always respond using ipsec" on winxp???

The barf log says that
no suitable connection for peer 'xxxxxxx ERROR: asynchronous network error report on eth0 for message to xxxxx port 500, complainant xxxxx: Connection refused [errno 111, origin ICMP type 3 code 3 (not authenticated)]
max number of retransmissions (2) reached STATE_MAIN_R2

therefore I see that linux box receive and send packet but maybe winxp don't receive?
