[Users] Interop update Draytek Vigor 2600.

I just managed to setup and test an working VPN net-to-net connection beetwen Linux FreeS/Wan and a Draytek Vigor 2600 router. Details are as follows:

Linux Red Hat 9
Fixed IP address
Behind firewall with ESP (IP protocol 50) and ISAKMP (UDP port 500) open

FreeS/Wan
Version: 2.04
