There are syntax errors in your linux ipsec.conf:

in conn WORK-NET you define

    also=TWT

but conn TWT is missing.

In conn WORK you define left=192.168.2.0/24 which is wrong since left must be the IP of the eth1 interface. Either define

    left=217.115.150.130
    leftnexthop=<default router in front of 217.115.150.130>

or

Do you need help?X

    left=%defaultroute

if a default route is defined.
