You are using X.509 0.9.28. The Changelog says:

Version 0.9.29


  • Fixed a bug that occurred when using roadwarrior connections with DN wildcards. If the connection was not switched after receiving the peer id, the wildcard id was not replaced by the actual peer id.

This is the reason that no public key could be found. So please upgrade and wildcards will work.
