openssl ca -help gives you the answer:

  -startdate YYMMDDHHMMSSZ  - certificate validity notBefore
  -enddate YYMMDDHHMMSSZ    - certificate validity notAfter (overrides -days)
  -days arg                 - number of days to certify the certificate for

but I would suggest to set up an ntpd daemon instead.
