this means that FreeS/WAN is expecting message MI3 from W2k. Either W2k didn't send this message becaues it couldn't find either its private key or certificate or du to the rather large certificate the message got fragmented and discarded by the firewall. Could you check your oakley.log for any hints what happened on the Windows side?
