[Users] FreeS and windows 2000 VPN issue

I have a network of 192.168.1.0 and 192.168.2.0 both on a sifferent location , my company branches. The nodes are running win2000 professioanl and each network have a domain controller to do the authentication. The gateways on both the networks are on on Linux (Redhat) machines running FreeS, Firewall, Mail service ,Antivirus and IDS.

My problem is my windows clients on 192.168.1 network needs to access the domain on the 192.168.2.0 network from time to time. so for that purpose i had to enabled "Routing and Remote Access Service" on one of the domain controller so that it can forward NETBIOS packets over IP.

Nathing worked . both the networks still failed to forward NetBIOS packets to each other but when i replaced my Linux gateways with linksys routers everything worked . Is it due to double IPSEC usage ? One my windows Domain (VPN service) and the other my linux systems ? or is there something i am missing ?
