[Users] 1.x vs 2.x "UP" flag in quick mode

hi

i managed to make freeswan 1.99 work with a netasq

however, when i try with freeswan 2.04 (with x509 patch, but i'm not using it), phase 2 doesn't work... ; the connections parameters are _exactly_ the same, and i paid attention to the new defaults in version 2

i saw a difference in the logs, and i'm wondering what is the "UP" flag:

v1.99 :

#193: initiating Quick Mode PSK+ENCRYPT+TUNNEL+PFS+DISABLEARRIVALCHECK
then the usual log when everything's ok

v2.04:

#5322: initiating Quick Mode PSK+ENCRYPT+TUNNEL+PFS+DISABLEARRIVALCHECK+UP {using isakmp#5321}
and no further lines...; the gateways don't agree on the proposal and eventually stop trying.
