error message character encoding

sql/share/errmsg.txt's character encoding is eclectic. I would expect that a uniform coding system (utf-8) would encourage much easier maintenance (I'm not easily cowed and editing it gives me fear), and ultimately, more contributions. The transcoding could happen in my_error . Jim Winstead says that the combination of error messages with a set encoding with parameters like table names sometimes yields error messages with multiple encodings in the same string.
