Initialization of variables in functions

Hello,

is there a possibility to initialize variables during the deklaration or have I always set a value with an second statement?

Example in MySQL:
declare <variable> varchar(200) DEFAULT 'test'; Example in Oracle:
<variable> VARCHAR2(200) := 'test';

With Oracle or MySQL I only need one statement.
