Haven't done this one wihtMySQL yet, but my feeling is that anything belongs off the root if it is to be generally shared across users.

I believe the same is true of documents folders that will be shared over the network or between users. If another user is logged in Vista prevents access to some of the personal folders in order to protect "private" files belonging to the user who is not logged on.
